Hero Backstory:
A warrior Hellbone was one of the first guinea pigs for increased strength and gain abilities through technological implants. had all his troops defeated by great warriors Legion known as : Zephyr, Pyromancer, Glacius and Pebbles. recognizing that the elemental forces used by their enemies were stronger than him. devoted to searching the knowledge to control these elements. his search was rewarded for visiting Mother Nature's own, which we offer the knowledge he sought in return for him giving up his body mechanized and his own identity and join forces Legion. Accepting this gift is no longer before the unknown Hellbone warrior mechanic, and became the Elementus, the warrior who uses his great strength that controls the elements.
A formidable creature with representation from each element in your arms and legs (with fire right arm, left arm with the wind, the right leg with a stone, and left leg with water / ice)

Ability 1 Notes:
ELEMENTUS calls the winds to attack his opponent, throwing him into the air in a small tornado and causing damage there fall on the ground.

have a visual effect similar to the item CYCLONE STORSPIRIT, the enemy is launched into the air and not use or be the target of abilities while it is in the cyclone, but when it reaches the floor he takes damage. Takes 1 second to be executed.

duration of the cyclone: 0.8/1.2/1.6/2 seconds
Damage: 50/100/150/200 magic damage
Mana: 150/200/250/300
Cooldown: 40/35/30/25 seconds

ELEMENTUS controls the waters to engage the target to suppress (enemy) or cure (ally)

This ability to apply the water pressure is used on the enemy target or liquid treatment if the target is friend or yourself for 4/5/6/7 seconds duration with 25 seconds cooldown, spending 120/140/160/180 of mana (to the effect, imagine a bubble on the head of the enemy target, or a armor of water in the body of the target ally)

effect of water pressure:
+10/13/16/19% cast time
-5/7/9/11% Movement speed
10/15/20/25 magic damage per second

effect of "treatment liquid":
+5/7/9/11% Movement speed
10/15/20/25 HP regeneration per second

ELEMENTUS increases the warmth of his arm on fire to cause intense pain to their opponents.

This ability creates a small heat wave around ELEMENTUS that causes 5/10/15/20 magic damage per second in a radius of 225 around him and the applies a 3rd degree burn! counter the target for 2 seconds on attack.

effect of 3rd degree burn!:
each counter increases the next physical damage caused by ELEMENTUS in 5/6/7/8 and accumulated three times, when the target has 3 charges, the next attack apply 50% splash of the total damage in 225 radius around the target, which again have only one counter.

(in quite likely that this ability is modified in order to balance, from outside it is activated and dasativada, spending mana per second, or invested to be passive)

Revenge of Earth

Ability 4 Notes:
ELEMENTUS step violently on the floor with your leg stone and causes a small earthquake before leaving his opponents dizzy
launches a wave of rocks by the ground (like the skill Stalagmites fo Pebbles) in the vector target causing damage and stun a distance of 600 units. the radius of damage begins at 150 and ends at 400 units.

Damage: 250/360/470
stun for 1.5 seconds
Mana Cost: 200/250/300
cooldown: 100/90/80 on the 2nd

can be improved by SotM
increases the distance vector from 600 to 700
increases the final width of 400 to 500 units
damage 360/470/580
coldown 70 seconds.

Sorta reminds me of a FootmenFrenzy Hero. (if you played that WC3 mod) Has good concept and I like the ability synergies. Even though you say its conceptual and the number don't matter, its always better to display art that looks like its ready for the gallery not the street corner. With that said if you sat down and thought about how you would play the character in a real game then revised, I would 5Thumb that revision.

Think about what Elementus is capable at LVL 6&7 then think about what skills you would be using, the maximum mana pool you have at that time and the total costs of the Abilities you would be using in a fight along side with cooldowns. Ever notice how magmus has JUST enough mana for LavaSlide --> Eruption combo? Its all in the numbers baby!

An excellent concept and a great ability synergy!

1st skill: looks cool, double stormspirit would cause a great trouble for enemies =D
2nd skill: all most none skill in Hon heals over time, is good skill against mages too
3rd : some new stuffs hum? cool
